Bao believes that small businesses are the heart of the OC economy. Local small business success benefits the whole community.

  1. Bao will fight to cut IRS red tape for small businesses. He aims to:
    • Simplify the tax code for easy compliance.
    • Prevent large corporate loopholes like “offshoring”.
    • Cut down on paperwork needed for fair tax reductions.
  2. Bao will bring more federal small business contracts to OC. He aims to:
    • Ensure federal contracts are equitably awarded to small businesses.
    • Create more opportunities for small businesses to benefit from federal dollars.

Strengthening the American Economy

Bao knows that for too many middle class families in California, the economy is not doing well enough. The stock market might be booming, but wages for everyday Americans remain stagnant. That’s why you’ll find families working three or four jobs, just to get by. That’s not right.

  1. We need to create more jobs, and they need to be good paying jobs. We can do this by:
    • Investing in infrastructure and putting people to work fixing our crumbling roads and bridges.
    • Raising the minimum wage, and indexing it with inflation so that we don’t have to wait for Congress to act to make sure wages keep up with inflation.
    • Investing more in scientific and technological research so that America creates the jobs of tomorrow and continues to lead the world in innovation.
  2. Bao puts people before politics. It is time to tell Washington that enough is enough:
    • No more putting politics ahead of people. ­ No more government shutdowns and no more costing America billions of dollars just to push a political agenda.
    • We must call out large corporations that exploit taxes, people, and our economy. Most politicians are too afraid to do this because they are funded by corrupt finances. Bao represents the middle class and has the integrity to not back down against Wall Street.

Making College Affordable, Because Education is a Universal Right

Education is an indispensable ingredient to creating opportunity in America. A better education opens doors of opportunity and greater chances to climb the economic ladder – and we need to make that a reality for everyone. Education is the great equalizer, and everyone deserves to get it.

  1. Bao will make sure that schools and teachers have the resources they need, so that every kid can go to college and get the skills they need to succeed.
  2. He’ll make sure everyone who wants to, can attend college.
    • Students should graduate holding a college degree, not decades of college debt payments.
    • College education should be in the reach of working and middle class students, not just those who are wealthy enough to afford the currently astronomical tuition rates.

Promoting Fair and Humane Immigration Policy

Born in a refugee camp after his parents fled communist Vietnam, Bao and his family came to America with nothing but hope. Bao knows firsthand that America was built by immigrants and strengthened by the hard work, spirit and resolve they brought to this country. Bao will tirelessly champion comprehensive immigration reform.

  1. We need to bring people out of the shadows and provide a path to citizenship.
  2. Bao will fight against institutions that unfairly exploit and target immigrants.

Reducing Income Inequality

Today, America has more wealth than any nation in history, yet we have the highest childhood poverty rate of any developed nation. Hedge fund managers and Wall Street CEOs get filthy rich, while families work two, three, or even four jobs just to put food on the table and pay the bills. It’s not right, and it’s one of the biggest reasons we have to reform Washington.

  1. Bao will fight for an economy that works for the families of this district, not just for the wealthy and the well connected.
  2. We will go beyond raising the minimum wage and will also fight to bring tax rates back to where they were during the 1990’s so that:
    • The wealthy pay their fair share.
    • We cut taxes for working families.
  3. Bao will stimulate employment opportunities by:
    • Advocating for job training and education programs.
    • Supporting small businesses to create well paying jobs and keep money in our local economy.
    • Investing in an educated workforce that will be competitive in the 21st century global economy.

Defending Women’s Rights

Bao knows that when women are better off, families and communities are better off, too. Women’s access to equal opportunities is too important to be treated as political football.

  1. We need to champion equal pay for equal work.
  2. Bao will advocate for more paid family leave so that families don’t have to worry about losing pay when someone gets sick.
  3. He’ll oppose all efforts to defund Planned Parenthood because he’s proudly pro­-choice.
  4. He’ll actively promote policy that gives immigrants a fair shot at the American Dream.

Helping to heal the planet is truly the challenge of this generation. Unfortunately, human activity has harmed the environment. Bao believes it’s within our power to change the future for the better. America can and should lead the world toward that clean energy future.Countries like China and India are taking action to reduce their carbon emissions. If America doesn’t act, we’ll damage the planet and miss out on a sustainable, clean energy future.

  2. Don’t let corporate interests outweigh human needs for clean air, clean water, and sustainable living.

Protecting Social Security and Medicare

Social Security and Medicare form the bedrock of the social safety net for today’s seniors and future generations of Americans. Social Security is no less than the greatest poverty­-reducing program in history. The bottom line?

  1. Bao will oppose any attempts to cut Social Security benefits or raise the retirement age.
  2. He’ll fight to protect Medicare from those who would look to privatize it.
  3. Bao will strengthen Medicare by allowing Medicare to bargain for lower drug prices the way the Veterans Administration does.

 

Ending Gun Violence

We have a problem in our country when it is easy for someone to get guns and massacre people at our nightclubs and elementary schools. Mayor Bao Nguyen supports Proposition 63, the Safety For All Act, which would require instant background checks for the sale of ammunition inCalifornia, and restrict ammunition sales through a licensed ammunition vendor. Mayor Bao Nguyen is a member of Mayors Against Illegal Guns and supports the advocacy and legislative efforts of groups like Americans for Responsible Solutions and the Brady Campaign to Prevent Gun Violence to make America’s towns safer. In Congress, Bao will vote to:

 

  1. Expand background checks and close gun show and internet sales loopholes.
  2. Take away the licenses of gun dealers who break the law.
  3. Keep military-style assault weapons off our streets.
  4. Ban domestic abusers from buying and owning guns.
  5. Make it a federal crime for someone to intentionally buy a gun for someone who is otherwise prohibited for owning one.

Striving for LGBT Equality

Every step we take towards treating everyone in America with dignity and respect, no matter their sexual orientation or gender identity, is a step in the right direction. Last year’s Supreme Court ruling guaranteeing same-sex couples the right to marry was a big landmark in LGBT equality. But we can’t afford to take one step forward, only to take two steps back. The fight isn’t over.

  1. Discrimination in housing or employment on the basis of sexual orientation and gender identity is still happening. Bao will fight to stop it.
  2. Bao will fight to ensure that equal rights, equal treatment and respect for all, are a guarantee to every citizen.
  3. Bao will push to stop social discrimination against the LGBT community. Everyone, regardless of sexual orientation or gender identity deserves respect, period.

Reducing Racial Injustice

It is no secret that racial minorities face an uphill battle in achieving the American Dream. Worse yet, many cannot feel safe in their own communities. This has to change. Bao believes that:

  1. Police must look like the communities they police, and work with the community, rather than in opposition to it. Furthermore, we must establish new guidelines on allowable force. Bao will stand firmly by this position in Congress.
  2. As an immigrant minority himself, Bao has the best interests of Orange County’s minority communities at heart, and will listen closely to their needs to better represent them to Congress.

Advocating for a Sensible Drug Policy

America has waged a failed “War on Drugs” for decades. As a result, millions of Americans have been put in jail for nonviolent, victimless crimes. It is absurd that smoking marijuana has marked the criminal records of so many young Americans, but white-collar criminals on Wall Street have not been charged with nearly bringing our economy to collapse.

  1. Bao will support the legalization of marijuana, which, in Colorado, generated millions of dollars in revenue (15 percent of which went to schools) and significantly reduced crime. The rest of the country should follow this example and Bao will be there to fight for this reform.
  2. We need to treat substance abuse as a public health problem, rather than a crime. Bao will work to implement support systems, such as medical and mental health interventions, for Americans who struggle with substance abuse problems. Rehabilitation is more humane and effective than punishment.

Campaign Finance Reform

Clean Elections – We must reform our campaign finance system to protect and strengthen our democracy, and to restore the public’s trust. We need match private contributions with public financing in exchange for limiting donations and expenditures, much like the matching funds program we already have for presidential elections and in some states.

Electoral Reform – In Congress, Bao will fight to remove all barriers to voting. Universal registration, language-access, reforming voter ID laws are all meaningful steps in the right direction to improve and increase the
rate of voter turnout at the ballot box.

Transparency and Disclosure – Bao believes that legislation and action by the FEC, SEC and FCC is needed to fully protect the integrity and transparency of Federal elections, so that the public is better informed about what is being spent by corporations and lobbyists to secure contracts and influence in our government.

Overturning Citizens United v. FECCitizens United v. FEC was a Supreme Court decision that continues to distort and endanger our ability to have a functioning democracy. Allowing unlimited donations limits the ability of ordinary Americans to engage in our political system on the same playing field as everybody else. Bao will fight for a constitutional amendment to overturn this decision, and to declare that people, not entities have the right to vote and contribute to campaigns.

Aggressive Enforcement – As Congressman, Bao would support efforts to create an independent election law enforcement agency that have the capacity to investigate and prosecute those who violate campaign finance laws.
